Has my shifter cable gone bad?

Has my shifter cable gone bad? My car has sat for a year and half,I have the motor and tranny back in everything ready to go but I adjusted the shifter cable like you are supposed
to,everything in neutral then set the plastic clip in place. The problem is I will pull down in gear but it wont shift back at all. I can shift the tranny by hand but it seems the cable doesnt has the *** to push it. What could be wrong?? I have a hard time believing the cable went bad sitting.
