I was looking at Rusty's 3.5" or something like that. Trying to keep the whole deal under $500. I would like to run 31" tires on it as well.

You can run 31" tires on the stock set up, you just loose some travel in the suspention. 
Check out the 4X4 and Jeep magazines for the lift set ups. They are not much $.
