question about xenon lights on ebay... How are these so cheap ?

Does anyone have these lights, If so did they help any ? These are the lights used for low beam right ? I dont see how i can go wrong for $9 (shipping included)

theres alot of shitty quality bulbs out there. that probably being one of them. i payed 25$ for my fog light bulbs. i got them from www.eurolamps.com, they are quality and gave alot more light. i went with the xenon charged
