Fluttering/shaking when braking

Default Fluttering/shaking problem...

Hey, my friend has a 2000 Z28 auto and his car sorta like flutters and shakes when he brakes. I told him it could be one of his sensors, like throttle or idle. I told him it could be not enough air flow going into the throttle body. But I really am not too sure. But whenever he is braking or has his foot on the brake while being stopped...the car "flutters" and shakes, sometimes shakes pretty bad. We both can't figure out what it is.

its a vacuum problem. the brakes run off vacuum off the engine, sounds like a leak somewhere and the booster is pulling all the vacuum off the engine.....

he has warped rotors and nothing else that was mentioned is related. fbody stock rotors warp easy
