Question Oil around filler cap of engine?

If there is oil around the filler cap of an LS1, what would you think caused it? Hitting something (like a speed bump) at a high rate of speed and oil spilling out? The cap wasn't loose either. For the record, this has never happened to me but saw a car like this a couple days ago.

Possible that someone didn't get all the oil in the engine and got some on the engine. Not likely from hitting a speed bump, and if the cap was loose the engine can shoot oil from the filler. But if it wasn't loose then someone probably didn't fill it to well.

There is an o-ring in the cap to help it seal. O-ring could be bad. Look at it to see if its all dried out and such. If so go buy a new one.
