Diagnostic Link/Port/ALDL is not working???

Default Diagnostic Link/Port/ALDL is not working???

I took my car to work a week or 2 ago and put it on one of out actron scanners and it wouldnt work so I figured it was just the snanner. Well yesterday at the track I was having some shifting problems so I figured I'de drop my shift points a bit with the HPPIII and WELL IT WOULDN'T work either...... SOOO what could be wrong here?

Are there any fuses? Possible that I might have knocked a connector loose or something?

It's usually fuse 11 CIG/ACCY that's blown. It feeds 12 volts to pin 16 of the ALDL.
