Problem with under pulley?

Problem with under pulley? My 99 FRC vette, the under pulley seems to be not aligned with my other pulleys my belt does not fit right and when you sight the pulleys it looks like my under pulley has moved forwarded about a 1/4" to 3/8". How do you fix this problem not much room need help.
