Fuel Trim Cells only in 20-22

Fuel Trim Cells only in 20-22
ATaped a buddy's 2001 WS6 and found that only Fuel Trim cells 20-22 are active at any given time.
I went ahead and summarized the rpm range by groups of 100 (700, 800, ...)
It seems that each group of 100 rpm, each of the three fuel trim cells are visited.
I also record all zeroes for LTFT (except my dupe Bank 2)
I have seen the dupes with other cars.
Joe from autotap mentioned that it was a duplicate entry in ATAP's database, but these dupes dont always match <img border="0" title="" alt="[Confused]" src="images/icons/confused.gif" />
All the other params that I configured seem to be working ok.
I encountered this on 2.03 and 2.04.
FTC on other FBodies that I scanned were fine.
I am working with Joe to try to get a handle on this.
Oh, this car runs like an animal.
Kooks headers, SLP LM, LID are the only perf mods
Two questions:
1. Has anybody else seen this behavior where only a few FTC are active?
2. Which duplicate do I use if the values vary

Is his car tuned. Sounds like he has had his LTerms locked.
His car is always in open loop. Not a big deal.
There are a couple things that can keep a car in open loop.
O2 sensor problems
Engine Temp Sensor Problem

Fuel trim cells function at certain RPM, MAP Kpa, temps, if in open or closed loop and if fuel learn is on or off.
Being cell 20 is for COLD engine idle you could scan the ECT and IAT sensors to see if they are reporting valid values. A value like -40C would point to the sensor's has a connection issue or sensor itself is bad.
Scan engine loop and fuel trim learn, and see if engine goes into closed loop once engine warms up and if fuel learn is on or off when in those cells.
Monitor H02s and if always reporting 0.450 mVolts then would point to H02 wiring or sensor issue.
Being cell 20 is for COLD engine idle you could scan the ECT and IAT sensors to see if they are reporting valid values. A value like -40C would point to the sensor's has a connection issue or sensor itself is bad.
Scan engine loop and fuel trim learn, and see if engine goes into closed loop once engine warms up and if fuel learn is on or off when in those cells.
Monitor H02s and if always reporting 0.450 mVolts then would point to H02 wiring or sensor issue.
