Hard work and time.
Seriously any of the metal polishing techniques , 'Rouges' wet-sands
or buffings will work.

try mothers chrome polish. if you use a microfiber wax applicater pad, it seriously works really good. youll have to 'scrub' it a bit.

are they chrome? I don't think you will be able to get them looking new again but I think with some good polish you might be able to get them to look a lot better. I used steel wool on some tips I had on the car and it got them looking better

If these are chrome, don't sand them. Get a chemical rust remover or just use 000 steel wool. If they are stainless, then you can try the other things mentioned or a chemical rust remover or steel wool. Steel wool won't scratch the chrome whereas sandpaper will.
