for some reason my tailights feel a little rough...
how do i go about smoothing them out once again and make them feel nice????

Polish them. It involves wetsanding them with 1500 then 2000, then using a plastic polish and a buffing wheel. Let me get a link...

I'd try just polishing them first, then if it's still rough then wetsand them. You don't want to do more work than necessary :judge:
