Clear coat over touch up paint?

Clear coat over touch up paint? Do I need to put some clear coat over touch up paint I put on my hood. Most of the spots are like the size of a ballpoint of a pen. One is the size of a pencil eraser. I need to do one more compound before polishing and waxing. Don't want to take it off, or worse, get it on my pads.
