What is the best way to cut out the plastic part and what tool is best to use when doing this modification to get a good cut?

A Dremel works well. I used it to cut my stock and Ws6 airbox with great ease. If no dremel then use a hacksaw.

Use a dremel but don't set the rpm's real high or it will melt the plastic, the cut won't be as clean.

i used a hacksaw. was pretty simple took about 20-30 minutes to finish the whole project.

Dremel for sure. I used a hack saw though. I thought it was a huge PITA! I cut my FRC's with my new Dremel and it couldn't have been easier.
