Are 4.10's naturally gonna be louder than a stock gear?

Depends on many factors. Anytime you replace something with an aftermarket part you are changing the nice/quiet factory setup. If someone sets the gears a little too tight or preloads the pinion bearings to excess, it will make noise. If you get 'stronger' gears such as richmonds, yes they'll make noise. It's kind of like any other modifications you can do - there's always that chance it'll be noisier. But the performance gain is 100% worth it in my opinion. I used motives and they were very quiet.
ps - you may want to run a search on that topic as it comes up quite a bit.

I have set up many C5 Corvette transaxles and all have been dead quiet even with Motive gears. All I ask my customers to do is break the gear in on nonsynthetic gear oil and in about 200 miles change it out for M1 or any other synthetic oil they prefer.

Slight whine won't hurt a thing. It'll go away as the gears wear into a good contact pattern.
I set my Jeep up with 4.56s by myself, with no special tools, and when all was said and done, I had the slight whine at 45ish up for about a year. Changed the lube, saw no sign of excess wear(metal shavings, stuff like that), and now it's almost dead silent... of course the 4bbl, headers, and dual exhaust on it helps quieten the gears, too.
