Exclamation speed deduction for 12 bolt or 9"

how much speed do any of these take from my 98 ls1, and wich one of these can handle the power of a 427 c.i. ls1?

Too many varibles, 12 bolt may work if you have an auto, 9" if you have a stick, as for loss you gonna lose some with either, not sure how much but not alot !
