what is this little flap?? and why isnt on the passenger side ?

It did not fall down - it's permanently affixed to the car. Since your alternator is down low on the driver's side, I always assumed that flap is to keep water from the tire out of the alternator.

Mine looks exactly the same. Don't worry about it.

its a splash guard. Even '69 Camaros have them, above the A-arms though.
