Default Transmission wont shift out of second at WOT

91' 700r4
What do you do when your trans dont shift when you manually shift it???? I whacked the throttle in second from 20 mph and held it til the shift light came on (6800 rpm 3-4 seconds). Imediately I moved the shifter to third and the tach (and the car) kept going and going to 7900 rpm. I backed out and it shifted HARD! What can I do to make it shift at WOT out of second? The playback tach dont lie and thank god for the solid roller cam and really good valve springs. Rev limiter coming soon.

PS the transmission shifts at PART throttle quickly through every gear when it is in Overdrive and is in 4th by 50 mph everytime. But it still doesnt shift by 7500 rpm (at WOT) out of second (backing out again) even when left in overdrive.

tv cable might need adjustment.

the trans used to shift fine and the cable is adjusted properly.
it has about 800 miles on it.

what would cause it to hang in second?

anyone rev their motor to 7900 and try to shift?
