4x4 Problem

Default 4x4 Problem
On a 1995 Chevy Truck the transfer case goes in like it is in 4-wheel drive, the driveshaft turns but the front axles are not engauging. Would anyone have a clue what the problem is?

Maybe the actuator on the front axle is not locking the front shafts together.

How would you go about checking the actuator? I checked the voltage going to the actuator it had 12 volts at the connector.
