Default Start car with clutch 1/2 way

I heard that the car should prevent the car from starting unless the clutch is all the way to the ground (at least 4th gen cars). I can start my car with the clutch pushed in about 1/2 way. Is this alright/how it is supposed to be?

If im not mistaken, there should be a switch on the clutch pedal. I dont think mine starts until the bottom.
