What are you trying to do? Is it saying that you need to "license" your vehicle before you can flash it? If so you need to click the "license pcm" button after that screen.

I went to Help<Flash scan PCM licenensing. At the bottom it asks for a activation code.

That window is just if you purchase MORE licenses. Yours should already be on your cable when you get it.
