Default problem with HVAC controls

I always have warm air blowing out even with the dial is set for cool air. Is this vacume controlled or electrical? EXAMPLE: If I set the controls for outside air to blow through the dash vents, I will get hot air, even though the dial is set to cool and not hot. The dial that contols the air temp. is no longer working. I'm used to older cars that had levers and rods to move doors and stuff behind the dash BTW, the outside temp has nothing to do with the temps I'm seeing in the car.

it's not vacume controlled, but cable controled.

drop the passenger side underdash panel, and you should see a round black plastic piece that rotates the hot air / cool air adjustment door in the airbox. It's held up with one screw. Pull that screw, and pop the round part off of the air box, see if it turns as you turn the temp control. If not, then replace that cable.
