Default new chatter or ticking sound (lifter tick?)

I earlier posted about a slight whine coming from the engine bay in this thread https://ls1tech.com/forums/general-maintenance-repairs/503822-slight-wine-engine-bay.html. I dont know if these problems are related. (The whine i dont think is to big of a deal doesnt happen alot and isnt too loud)

I was planning on changing the oil and oil filter, and today i did this, and after doing this i noticed a ticking noise from the motor. I dont think it was there before, although its possible i just didnt hear it. I dont think its piston slap because it keeps up even when the motor is warm 15+ minutes of being on, and hasnt gone away. I hear it at idle, when i rev it a little i dont hear it as much (could be engine sound covering it up) but as a let off and let the rpms wind down i hear it again. If it matters the car is bone stock. Any suggestions on what to check?

I noticed whenever i change my oil the engine chatters as the revs come down around 2k , but it gets progressively lower until it is completely gone with some miles on the oil. I can't figure it out after about 200 miles the noise is completely gone, then comes back when i change the oil.

Wow, talk about bringing back a dead thread...This hasnt been posted on since 2006. Anyways, take the advice of the poster that suggested Top Engine Cleaner. That stuff is amazing.
