Default Tuneing Problem

I was having a car tuned with HP Tuners Wednesday and when you would change the timeing the power on the dyno never changed. You could use 10 degrees or 20 still know change. The car has been tuned 3 other times with LS1 Edit and the program has never been locked.A corvette tech told me it was the pcm going bad.Because all I did was went from a stock motor to a 408 and it still had the tune from last year but as soon as we started the car it through all the codes and lost 30 hp and a 100 ft/lbs.But when you put the Autotap on the car its showing the correct timeing in the car.Any suggestions would be greatly appreciated.

Were you reflashing the car each time or using the bi-directional controls.

They were just tuneing over the existing tune and one time the battery volts dropped and locked us out so the computer got reflashed back to stock by the dealer and it was retuned after that.
