Default Speedometer way off! Why?

So I got the car back and it sounds good with the new pacesetter L/T and the big cam. Now however the speedometer is off by a lot. I had a chip burned but its a 93 so I didn't think that the chip would effect it. It says I am going 110 at 55 and baries it in third past 150 if your at wot. So any guesses. If the cable is burnt through it wouldn't work at all right?

The car is a 6-speed if that makes a difference.

Sounds like an auto instead of manual speedo calibration. Auto=40 pulses per rev manual=17 pulses per rev.
