I dont recall it always being like this and its only on the driver side that its like this. I saw the outer side of my tire going bald, which is why I checked and it appears when turning it rubs the well.
17" rims with 275 40 tires
What is the problem? Remedy?

I'm not sure on the rubbing because I have the same wheel and tire size in the front as you, but have no rubbing issues.
I do notice however from your pic of the driver side wheel that you have your directional tire going in the wrong direction. You need to switch your two front wheels so the tread on your directional tires are running in the proper direction.

well your tire is either getting closer to your fender well or your fender well is getting closer to your tire. you might want to have your allignment checked. you may also want to step down to a narrower tire.(tire getting closer to fender well) maybe your driver side spring is starting to sag from the weight of the driver always being on that side. please don't take that to be a put down but sometimes cars will lean a bit to the driver's side because that is the side that always has the extra weight there is not always a passenger in it. if the spring is sagging your fender well may be getting closer to the tire. maybe front strut is going out. just a suggestion.
