Default HAL Shock Question

I ran my 94Z28 LS1 creation yesterday for the first time. I've been noticing a little oil dropping (1-2 drops) by the right front wheel. Thought it might be brake fluid.

After running yesterday with the front HAL's set at 2, both had clearly visible oil that appears to have come from the top of each shock.

I bought this chassis with the HAL's from an individual who had already raced it, so I don't know the detail history of these shocks.

The shocks work just fine. Very loose at 2, and just right for road driving at 7.

Do these shocks have problems with oil leakage from the top of the front shocks? Is there any situation where an owner would put oil in the top vent holes (maybe the previous owner did so to keep seals moist).
