Gears & Axles - 2nd Gear Shifting Problems

I just bought a 2000 SS yesterday. When downshifting the tranny will not allow me to put it 2nd. I've talked to two other LS1 / 6-speed owners, and they said that they can put the car into any gear at anytime. I can't even drop it from 4th to 2nd @ 40 mph, even when trying to force it in. The car is under warranty, but the dealership is insisting that it's skip shift. I told them that skip shift only works on the acceleration side, not downshifting. Am I correct in thinking this? What could the problem be?

I have a 99 T/a WS6 and yes the skip shift only works when you are up shifting from 1st to 2nd forcing you to go to 4th. It was suppose to save gas, but it is a big PITA. I can downshift from any gear to any gear without a problem.
