Default rpm/tire speed correlation

ok, I realize as long as you stay in one gear the correlation is a perfect 1, but what about when you're dumping the clutch on a manual car? If you dump in first gear at 3000 rpms, and hit the gas at the same time, and get traction shouldn't you technically be going 25mph the instant after you launch? But I don't think it works quite like that on the track... so what am I missing?

Oh yeah, I have an automatic and I've never really driven a manual car for more than 5 minutes at a time and never tried launching one. So take that into consideration if you're about to lambast me for my ignorance.
