That will depend on a lot of different items
how the car is set up
engine power band
weight of car
eff. of converter
some cars will run better, quicker with out the lock-up and a matched converter & drivetrain and other combos with a mismatch of parts might run faster, quicker with the lock-up (higher than needed stall or not enough rear gear will make a larger difference)
But every setup is different, so a guess would not work here

How much HP can the lock up clutches hold? And at what point in the 1/4 would you lock up the TC? I would think only at the end 3rd?

TondSS, why do you want a lock up converter?

I think my main issue with locking up the converter is just driving it around without being at 1000000 rpms going down the freeway.
