PCM Diagnostics & Tuning - What else could cause idle hang?

Ever since I had my cam put in, I cannot get rid of my idle hang at 1500rpms. It does not come down to idle until a complete stop.(5secs)
I had my buddy set throttle cracker values to zero under 2000rpms and Idle decay (three time he did this). It revs to 2000 sometimes when I'm trying to shift at 1800. It still hangs, what could it be?

Follower & Follower decay?
Normally cracker though. Look at cracker decay too. Not sure what you mean by idle decay.
