installing Halos, how to splice into parking lights?

Quick Wiring question... I got a set of Halos and I'd like to splice them into the parking lights. there is a blue wire, black wire and a brown wire running into the top bulb. can someone tell me which is the hot and which is the ground? I dont want to strip the insulation to get a reading....
