Looks like there is some sort of slovent trying to evaporate out from under the base...or moisture is getting built up in your lines and you are spraying water/paint out of your gun, or something contaminated your primer coat. Don't know really, I've never had that happen.

problem solved. the power went out cuz of storm so i let it sit for 2 days in between coats of base. and it was real hot and humid so i switched to a real slow reducer and it turned out that was soaking into the layer of base under it so it was reacting with itself. i waited another day, sanded smooth with 400 and went back to medium reducer layed it on in light coats. worked fine then cleared it a couple hours later. heres a pic.
