Default help no oil pressure...could this be why?

ok guys i am doing a turbo setup on my 2000 camaro and I put in a double roller timing chain, well the timing chain came with these two shims to space the oil pump out. I fogot about them and i used a few washers to do it. so i go to start it up and i get no oil pressure. My buddy thought that because we did not use the shims, there is a huge gap on the sides of the oil pump which is now causing it to not work correctly... is this plausable?
