Desirability of cam advance?

Desirability of cam advance? What exactly does it mean to engine behavior to have a cam ground with a built-in advance, vesus one with 0* advance. Also, if you install said cam with a degree wheel set to the same number retarded, does this translate to a final result being straight up? For example, a cam thats LSA is 112 with 4 deg advance, versus performance with the same cam retarded 4 deg.
