Default Vaccum Leak?

How bad will it effect performance. I think I got one, would when starting the rpms drop from 1100 to 250 and back and forth sound like a leak?

tune could also be another possibility...

I have that same thing happen on cold startup, im sure its a tuning issue because it started after we changed my tune from a boost tune to a N/A tune.

One thing I know I have wrong is a fouled plugs, they are really bad. It could also be the IAC config messed up or IAC stepper.
