Wheels moving in neutral?

Wheels moving in neutral? Hooking up my shifter in my conversion, and it seems all the gears work except when in neutral the tires are still spinning. Car is up on jackstands right now. Disconnected the shifter and manually ran the transmission into neutral under the car, wheels are still spinning so I know its not my cable adjustments. Is this normal?
