Compression on built block for a D1sc?

Compression on built block for a D1sc?
With the centri's lacking the grunt down low, would building a built block with more compression counter balance the lack of low end as opposed to a low compression built block w/ more boost?
Stock ls2 + cam @ 7psi (d1 sc) puttin down ~600rw+ ~500lb+ now. (just 91 gasoline)
Who would be the best to contact to have a block built? Thinkin 408 iron.
This car is a DD rhomp a-round car so it needs to be streetable without having to floor it light to light.

We drop the compression ratio down to 9.5/1, and typically bump the boost up to 14 to 16 psi. With a smaller pulley on the blower spinning it faster, boost comes in much earlier than it does at your current 7 psi. Bob
