About how much is there to be gained by a cam only car making 390rwhp going from 12.6A/F to 13.0A/F? About 10rwhp?

Depends from engine to engine, but 0-4 HP. Some LSXs weve had make more HP at approx 13.2.

Depends on where you're measuring the A/F from. If you're sticking a probe up the tailpipe, the results may come out leaner than they really are...sometimes as much as a full point lean. That means a 13.0:1 ratio reading at the tailpipe may actually be 12.0:1 if measured from a bung just aft of the header. In this case, going from 12.6:1 to 13.0:1 measured at the tailpipe would actually be going from 11.6:1 to 12.0:1. The hp difference would probably be bigger than going from an actual 12.6 to and actual 13.0.

Also, keep in mind, most LS1s will like a little fatter mixture up to peak torque (say 12.5:1), but they seem to be a little less sensitive to A/F ratio as you approach peak hp. The power difference at 6300 between 12.6 and 13.0 may be very small.
