looking up an ip address

is there anyway to look up an ip address or does anyone know someone that can look it up, maybe if they were to get paid some money let me know thanks!

You can look and see what domain the IP address is from (like their ISP), but to find out the person using that IP would require you to be a LEO with a warrant, or by subpoena.
