That is just a "pass through" connector for the fuel pump and ABS wiring.

When wiring has to "pass through" sheet metal of the car, G.M. builds a somewhat elaborate bulkhead to ensure the wiring harness remains secure and at the same time keeping outside goo and water from coming in and ruining your carpet. In short,if the wiring inside your car needs to control a component on the outside, they drill a hole and stuff it through.

That is GM way of overdoing something and jacking up the cost of manufacture.

Where the wiring harness cuts through the firewall they choose to use plastic reenforcement and metal in the back. Not to mention rivets.
