DLC for 98 harness/pcm

does the tan wire in the #9 spot for the DLC get used? the only tan wire on my harness is marked "#17 oil pressure gauge" from Wait4Me. looking at alldata the tan wire is a serial port for EBCM and SRS. i have the two grounds, power and purple serial II data hooked up and my Tech2 wont turn on. Thanks, rich.
