Default Supercharging

Why does lower compression work better with supercharging? The reason I ask is because you are increasing the pressure with a blower and usually managing it with some kind of tune, professional or shade tree. At a higher compression, the car will have better low rpm manners before the blower kicks in. Is the reason that the compression is a multiplier to the boost pressure?
