Default rev control in ecu

Is there a setting in the ecu that keeps the revs up for a few seconds after you rev, or a sensor that could cause it? I notice if i rev it up when i let off it declines for a second or two then speeds up alot, same on decel. On decel it feels like it just clicks off and the revs start coming down way faster then immediately after letting off.

Sounds Like throttle Cracker and Throttle Follower Values are to high Relative to
TPS.

what can i do? i have a aluminum flywheel and the revs come down no faster then when it was stock and sometimes after a burnout the revs hang up high for quite a while and dont even come down at all
