Can't read PCM with BenchTop Harness

Can't read PCM with BenchTop Harness tunercats, OBD1 pcm.
Cant get pcm to read. tried it in the car and benchtop.
I've talked with andrew at AKM cables several times and he's at a loss to until he can get his hands on the lab top. I've tried several things. Switching comports, disabling Bluetooth.
I've got a new Dell Inspirion if that helps.
any suggestions???
