Default Z06 Exhaust

About 3" from the end of the exhaust bezels on the 2007 Z06 are operable baffles in two of the ports. Can anyone give me a description of how they operate?

They operate based on engine vacuum.

So under part throttle, they remain mostly closed, to keep the exhaust quiet and civilized. When you stop the gas though, engine vacuum drops, resulting in the baffles opening up to let the exhaust flow out and give you some nice loud sound

Do you know if they are supposed to be closed when the car is not running?
