Default ETC problem on 02 LQ9

I have a 2002 LQ9 with the drive by wire throttle body. When I turn the key to on, the blade moves back and forth constantly but doesn't doesn't move very much. The engine will start and idle fine. When I push the gas pedal nothing happens. The blade doesn't open at all. I can here a whining noise from the throttle body. I have checked all the wires and everything is connected correctly. I would like to know what I should look at and if I need to replace the motor in the throttle body or the module on the gas pedal.

Use a scanner to check the pcm for dtcs then go from there.

The programmer made it a cable operated program instead of the drive by wire program when the tables for the 4L80E trans were added. I hope this fixes the problem.
