could anyone give me their opinions or advice on purchasing a car from someone who does not have a title?

how would i do background checking and how could i get a new title for it?

Find out first why the car isn't titled. Personally I wouldn't go near it, but that's just me had bad dealings in the past... goodluck.

i was told that he never received it from the previous owner and that the car was from out of state. could there be an issue with getting it registered in texas or insurance?

Ask for the previous owner's contact info and see if you can get it yourself. Personally, nothing adds up. If he didn't get it from the previous owner, well first off, WHY, secondly, you can get a car retitled (at least here in NJ) with just registration and proof of insurance.

yea theirs 1 of 2 things... either 1 the original owner lost the title and you can apply for a new one and get it squared away.... or 2 the cars hot and was stolen and the guys tryin to make a quick buck
