I shipped a set of 16" stock chrome 5 stars with tires from Cali to Maryland. It cost me roughly 180 to ship all four rims and tires. They weighed about 50 lbs. each.
I just compared two different quotes for a business and a residence and the business was about $15 cheaper.

I'm sorry, I was under the impression it was for a rim and tire combo because of the price he quoted you. I shipped a set of 17" ten spokes for $100 from Cali to Michigan. I don't ship with UPS when I'm shipping big stuff. They tend to be a little more expensive.
It is a longer distance from Cali to NC though. Also ask him if he got quoted for regular ground or 3 day guaranteed. That may be the reason. I would expect to pay no more than $120 for shipping that far.

Commercial addresses are cheaper to ship to, I do it everyday. Generally it prolly costs
about $35 a wheel (oversized) and most guys charge more just because.
Ship with UPS, I am always impressed w their tracking as opposed to others. Tell him you want them insured also (it's cheap)
just my 2 cents
