Default VE LTFTs

After a Ve tune does the ltfts still keep learning? I ask because all of my stft are close to 0 within = or - 5%, but the LtFts are like 15 14 or so.

LTFTs are built off STFT corrections. As the LTFT moves closer to it's learned value, the STFT correction will be less active (hence why it tends to settle around 0), unless you are excessively rich or lean. The LTFT stays at it's learned value until the PCM detects a change in A/F production. The immediate response is to employ STFT corrections until the LTFT value can update.

Sounds like your VE isn't so hot

Even if you don't reset fuel trims, given a 10 minute drive time, you will still notice all fuel trims updating unless your correction was not of any significance. Fuel trims learn pretty quickly, resetting simply allows the adaptive process to start from ground zero.
