Default Anyone know how to restore wheels?

I got a set of 35th anniversary wheels on my car and the owner of the wheels b4 me didnt take care of em and there is allot of chemical stains on em.......Its really bad on the non painted part.....anyone got any hints?
Any hints for the painted part?

i know there is a way to strip the clearcoat... there was a good write up a while back, but i cant find it now
