Default I need an LT1 guru

Is this supposed to happen?

When it turn the key off, my fuel pressure goes from 40PSI to 0PSI.

Is that supposed to happen?

No, it should bleed down slowly. Maybe you have a bad fuel pressure regulator or check valve in the fuel pump. Does it take a while to start ?

she starts right up, but you can tell one cylinder isnt firing at all period.

Could also be a clogged open or cracked injector. The pressure should hold for at least 10 minutes.
